Criteria:
Awarded to any citizen or former citizen of Minnesota who, while serving with the Minnesota State or United States Armed Forces, distinguishes himself or herself by exceptionally meritorious service to the stat or nation in a duty of great responsibility. The award was first authorized by the state legislature on March 6, 1943.
